Wike is a recognized ignorant of economics – Dakuku


I watched Governor Wike spend more than an hour of valuable time on three national television stations paid for with Rivers’ taxpayer dollars, responding inconsistently to an interview I had given earlier. It was an hour that exposed its ignorance and made the government of Rivers State an object of ridicule before the whole world. Gov. Wike has been quick to vindicate those who say Rivers State doesn’t deserve a comedian as governor. He literally went into the mud, his natural territory, and muddled serious policy issues.

Wike’s main point is that I said that the budget of a state or an organization is indicative of the aspirations and performance of the economy. He wonders how someone with a doctorate can say such a thing. The first is to admit that I said it. Let me repeat that the budget of a local, state, or nation government is the most important year-over-year document and encapsulates the hopes and dreams of the people. It reflects the capacity, imaginative thinking, ambition and direction of the government.

I wouldn’t bother to pay homage to Wike with an answer, but I’ll set the record straight for posterity. A budget is the expression of the economic history and aspirations of any organization, including a state. It is painful to teach the governor of any state, let alone Rivers State, the fundamental importance of financial estimates of public economic activities; that, as everywhere in the world, estimates of government revenues and expenditures are the foundation of economic activities. He might like to know that revenue estimates are an indication of the size and health of the private sector as reflected in taxation; that expenditure estimates and history are an indication of the growth trend and development trajectory of a state or nation. I was more embarrassed when I read the statement he authorized his press officer to release that he must respond to the price of engaging Wike who expressed clear ignorance of the importance of the document that all his government designs and implements.

What is clear here is that by these statements we can now confirm that Wike does not know what he claims to be doing in the government house. No wonder there are “seven” unresolved bridges on the same road in nearly seven years of blatant ignorance and mismanagement. If the state revenue and expenditure pattern is not the central indicator of your economic life, Wike should come and tell us what it is.

It should be noted that in his admission of ignorance on the importance of the budget, Wike gave no reason why the budget is not an indication of economic health as I have asserted. Budgets as I said in my interview are meant to reflect the economic, social and political direction of government and from what I have seen and read Wike is not getting Rivers State anywhere . We now know why things are so dire in Rivers State after trillions of naira have been spent in Wike’s nearly sssseven inglorious years so far. The people of Rivers should note that at least Wike has confirmed that he doesn’t know why (and how) his government prepares its budget and its impact on Rivers’ economy. Now we know why the state was rudderless because it was in the hands of an avowed economic novice like Wike.

We now understand why private investment is totally absent or spared. This is because public investment is unplanned, untargeted and uncoordinated, and growth is impossible under such a public policy approach. Although painful, we take comfort in knowing that this ill wind will soon pass for good and that we will be able to revive the growth and development of our state through proper budgeting. I am glad Governor Wike agreed that it has been six years since there has been real governance in Rivers State. Since he didn’t dispute that claim, I won’t care because my position was so clearly stated in the referenced interview.

He referred to the closure of the courts for almost two years. Now you can see how an accidental governor deals with serious policy issues. Wike also talked about the road to my hometown of Opobo, which he played less than 5% in completion as an indicator of good governance. We are unlucky to have a joker as state governor and I am confident that the people of Rivers will also come out of this nightmare that the forces of darkness have imposed on us. I put down my file.
